Buenos Aires, January 27, 2026 – The National Firearms Registry (RENAR) approved the implementation of a new digital procedure called 'Ownership by Express Transfer.' This tool will speed up and simplify the process of obtaining firearm ownership with a CUIM for transfers between legitimate users, as part of the agency's Comprehensive Digital Transformation Plan. The measure was formalized through Resolution 2/2026, signed by Executive Director Juan Pablo Allan, and is part of the institutional reorganization process that transformed the former National Agency of Controlled Materials (ANMAC) into the current RENAR, a decentralized body under the Ministry of National Security. The new digital model is aimed at individual users, as well as members of the Armed Forces, security forces, police, and penitentiary services, as long as it involves transfers between individuals with a valid status as a legitimate user without administrative or judicial impediments. From the agency, they explained that the main objective is to reduce processing times, eliminate unnecessary in-person procedures, and strengthen controls, maintaining full traceability of the firearm and the user. According to sources from the agency, the accumulated experience with these tools was key to now advancing the digitization of transfers between individuals. Regarding costs, the resolution establishes that the fee for the 'Ownership by Express Transfer' procedure will be equivalent to the 'Application for Firearm Ownership Credential,' set at 20 RENAR Units, and the 'Application for Ammunition Consumption Control Card,' at 10 RENAR Units, thus maintaining the existing fee structure. The operational launch will be in charge of the Systems Directorate, which must coordinate its implementation with the National Directorate of Registration and Delegations and other competent areas, with the possibility of updating technical and operational processes as the system evolves. With this decision, RENAR seeks to consolidate a model of modern, transparent, and traceable management, aligned with the national state's policy of administrative simplification, without relinquishing the controls that a sensitive matter like firearm regulation requires. The procedure will be carried out exclusively through the digital platform 'MiRenar,' or any that may replace it in the future, thus consolidating a comprehensive electronic management system. The resolution is supported by the current regulatory framework, in particular the National Law on Firearms and Explosives No. 20.429, its regulatory decree, and Law No. 27.192, which defines the functions of RENAR, including registering, authorizing, supervising, and controlling all activities related to firearms, ammunition, explosives, and controlled materials, with the exception of weaponry belonging to the Armed Forces. The new procedure adds to other recent advances in digitization, such as 'Express Ownership' for firearms acquired from commercial users and the 'Digital CLU,' which allows remote access to the status of a legitimate user.
